Money in 48 hours: The Cabinet has launched payments for autonomous power supply for residents of Kharkiv.

The amount of assistance depends on the number of floors and entrances in the building

From now on, residents of apartment buildings in the Kharkiv region will be able to receive state assistance for the installation of equipment for autonomous power supply during prolonged outages.

This was reported by RBC-Ukraine, citing a statement from the Cabinet of Ministers of Ukraine.

The government has expanded the “SvítloDІM” support program to the Kharkiv region.

Who and how much can receive

The amount of assistance depends on the characteristics of the building – its number of floors and entrances.

In particular:

  • 100,000 hryvnias – for buildings up to 6 floors;
  • 200,000 hryvnias – for buildings from 7 to 16 floors;
  • 300,000 hryvnias – for buildings from 17 floors, as well as for buildings with boiler rooms and buildings from 4 to 16 floors (inclusive) if they have three or more entrances.

Applications can be submitted by homeowners’ associations, housing and service cooperatives, as well as management companies of apartment buildings regardless of ownership form.

What the funds can be spent on

The funds received can be used for the purchase of equipment for autonomous power supply.

This includes:

  • gasoline, diesel, or gas generators;
  • inverters;
  • high-voltage battery control units;
  • batteries;
  • solar panels.

The program aims to ensure the uninterrupted operation of key systems in buildings – water supply, communication, elevators, lighting, and heating.

How to apply

The entire procedure is fully digital. Applications are submitted online through the electronic cabinet on the “Dіya” portal. No paper documents, queues, or additional requests.

Decisions will be made in a short time:

  • applications are reviewed by a commission at the Ministry of Development;
  • funds are disbursed within 48 hours after validation.

To participate, a separate account in hryvnias with a special usage mode must be opened at one of the partner banks. The following banks have already joined the program: Oschadbank, Ukrgasbank, Raiffeisen Bank, PrivatBank, UKRSIBBANK, Globus Bank, VST Bank, Kredobank.

Important deadlines

After receiving the funds, the equipment must be purchased within 45 calendar days, but no later than December 20, 2026. After installation, a report on the use of funds must be submitted through “Dіya” within 30 working days.

It is noted that the electronic report form will be available in the “Dіya” app during April.

Why this is important

As noted by Deputy Prime Minister for the Reconstruction of Ukraine Oleksii Kuleba, the program has already proven effective in Kyiv and the Kyiv region. In just over two months, funding was received by 1,136 apartment buildings totaling over 289 million hryvnias.

According to him, such solutions help enhance the resilience of residential infrastructure, prepare for winter, and ensure more stable living conditions during wartime.

The Ministry of Development has also prepared clarifications on application procedures and systematized common mistakes to simplify document submission for program participants.

Recall that the “SvítloDіm” program is designed for homeowners’ associations, management companies, and housing cooperatives and provides support for the installation of autonomous energy sources in apartment buildings. Under this initiative, they can receive funding from 100,000 to 300,000 hryvnias for the purchase of generators, batteries, inverters, or solar panels.
