The Bucha Territorial Center for Recruitment and Social Support (RTCK) claims it has no connection to past corruption scandals that occurred there.

All employees of the Bucha Territorial Center for Recruitment and its management were sent to the front after a corruption scandal in 2024. The personnel of the TC has now been completely renewed.

This was reported by RBC-Ukraine, citing a statement from the Deputy Head of the Bucha RTCK, Andrei Yevtushenko.

At a meeting of the temporary investigative commission of the Rada (VSK) on violations during mobilization and corruption, commenting on the corruption scandal at the RTCK in August 2024, Yevtushenko noted that he learned about it exclusively from the media.

“After the identified violations, the entire management and all personnel were transferred to combat units. One hundred percent of the personnel were moved,” he said.

According to Yevtushenko, the entire new management and personnel entered the TC simultaneously, by order in September 2024. Thus, there was a complete replacement of the personnel, all 44 people in the TC (not counting the security platoon). Most of them, Yevtushenko added, are unfit for military service or have “already fought.”

It should be noted that in August 2024, a corruption scandal erupted in Kyiv region. In particular, the heads of the Boryspil and Bucha TC were detained on suspicion of receiving bribes for evading mobilization.

Corruption in the TC: latest news

We remind you that the former head of one of the district TCs in Kyiv region will be tried for the illegal seizure of eight vehicles from entrepreneurs allegedly for the needs of the army.

This is far from the first case of exposing abuses among the leadership of military enlistment offices. Earlier, the head of the regional TC in Lviv region was found to have hidden assets worth 8 million hryvnias. The official did not declare a house, land, and vehicles, registering them in the names of relatives.

Also, at the end of 2025, law enforcement conducted searches at the head of the Transcarpathian regional TC, Andrei Savchuk, and his subordinates as part of an investigation into possible corruption schemes.

In addition, at the beginning of 2026, the High Anti-Corruption Court confiscated an elite house from the former head of the Zaporizhzhia regional TC. The official’s assets worth over 3.8 million hryvnias were deemed unjustified.
