Car production revamped: The Cabinet approved important changes

Automobile production in Ukraine has received a new regulation with important changes

The Cabinet of Ministers has approved a new technical regulation on the design of wheeled vehicles, which defines the production of cars, buses, motorcycles, trailers, and semi-trailers.

This was reported by RBC-Ukraine, citing the press service of the Cabinet.

The new document specifically addresses the production of vehicles, rather than the operation of machines that are already in use.

The technical regulation defines the standards for the production of vehicles and their parts. This process must comply with EU standards and requirements.

“Currently, Ukraine has requirements for only 30 vehicle systems. In the EU, such requirements are established for 75 systems. This means that Ukraine has implemented less than 40% of the norms in the field of safety and vehicle design. The updated technical regulation aims to significantly reduce this gap,” the Cabinet emphasized.

What is changing?

For the first time, modern requirements that are already in effect in the EU are being introduced in Ukraine, specifically:

  • automatic emergency braking systems (ABS);
  • emergency call systems (eCall);
  • new requirements for lighting, signaling, and braking systems;
  • updated passenger protection standards (including during accidents).

Additionally, the new rules provide requirements for vehicle protection systems against unauthorized access, including cybersecurity.

Modern requirements for CO₂ emissions, fuel consumption, and energy efficiency are also being implemented. For a number of systems (brakes, seat belts, lighting, child seats, etc.), the technical requirements are being raised to current European standards.

Important innovations

Moreover, the updated technical regulation changes the rules for the certification of parts for the mentioned vehicles. Primarily, this involves the digitization of the procedure to prevent abuse and ensure transparency.

Mandatory photographic documentation of vehicle testing is also being introduced. All certificates of conformity for vehicles and test protocols will be entered into a special Register.

The new technical regulation will come into effect six months after publication – effectively in September 2026.

Recall that it was previously reported that global automakers have begun to abandon ambitious plans for the production of electric vehicles. The reason is a decline in demand and changing market conditions.
