The liquidation process has begun
The National Bank of Ukraine has decided to revoke the license and liquidate one of the bankrupt Ukrainian banks. This concerns JSC “Motor-Bank,” which is linked to Vyacheslav Boguslaev.
This was reported by RBC-Ukraine, citing the press service of the National Bank of Ukraine.

As noted by the regulator, the corresponding decision was made at the suggestion of the Deposit Guarantee Fund for Individuals on April 6, 2026.
The National Bank emphasized that the liquidation is taking place in accordance with current legislation, specifically the laws of Ukraine “On Banks and Banking,” “On the National Bank of Ukraine,” and “On the System of Guaranteeing Deposits of Individuals.”
It is also specified that the decision takes effect from the moment it is communicated to the bank.
At the same time, it can be appealed within three months from the date of publication in the administrative court in the established manner.
About “Motor-Bank”
Recall that on February 19, 2026, the National Bank classified JSC “Motor-Bank” as insolvent due to its failure to meet the regulator’s requirement to submit a revised financial recovery plan within the established timeframe after the institution was recognized as problematic.
JSC “Motor-Bank” was registered in 2007, and since 2009 it has operated under its current name as a universal bank serving corporate and private clients.
After nationalization, 100% of the bank’s shares were transferred to state ownership – they were confiscated from the former president of “Motor Sich,” Vyacheslav Boguslaev.
The Boguslaev Case
The Security Service of Ukraine detained Boguslaev on October 22, 2022.
According to the SBU, he organized illegal supplies of aircraft engines to the Russian Federation, which were used for the production and repair of combat helicopters, and could also obstruct the transfer of equipment to Ukrainian intelligence.
In April 2024, a decision was made to confiscate the property of the former president of JSC “Motor Sich.”
And in August 2024, Ukraine decided to transfer nearly 80 million hryvnias from Boguslaev’s accounts to the Fund for Liquidation of the Consequences of Armed Aggression.
