Critical status for “Thousand Spring”: the Ministry of Culture has announced a new condition for booking

What criteria must be met to obtain critical status?

The production of Ukrainian cultural products within the “Thousand Spring” initiative may serve as a basis for recognizing an enterprise as critically important. This will allow organizations to apply for personnel reservation during a special period.

This was reported by RBC-Ukraine, citing a response from the Ministry of Culture of Ukraine to a request from Interfax-Ukraine.

Main points:

  • New criterion: Participation in a state order worth over 100,000 hryvnias grants the right to critical status.
  • Duration: The status is granted for the duration of the work, but no more than 12 months.
  • Program budget: For 2026, 4 billion hryvnias are allocated, of which 3.2 billion hryvnias will be directed specifically to projects.
  • Essence of the initiative: Creation of Ukrainian content (previously titled “1000 hours of Ukrainian content”).

Who can obtain critical status

According to the Ministry of Culture’s order, one of the criteria for determining enterprises that are important for the economy in the information sector is the production of goods using budget funds.

To qualify, the organization must have a signed contract worth more than 100,000 hryvnias. If the enterprise is involved in the implementation of “Thousand Spring” under these conditions, it meets the requirements for obtaining critical status.

Funding and deadlines for “Thousand Spring”

The submission of competitive applications began on April 3. As noted by the Deputy Prime Minister for Humanitarian Policy – Minister of Culture, Tetiana Berezhna, this year it is planned to utilize 80% of the allocated budget.

Additionally, the Ministry of Culture is already preparing proposals for funding the program in the state budget for 2027, indicating the government’s long-term plans to support domestic media products.

1000 hours of Ukrainian content

Recall that at the end of March, the Cabinet of Ministers approved the presidential initiative to support the national cultural product. This refers to the so-called “1000 hours of Ukrainian content.”

The goal of the project is to create a competitive Ukrainian cultural product that will serve as an alternative to Russian (hostile) content and will help form a strong Ukrainian information environment. Nearly 4 billion hryvnias have been allocated for the program.
