What utility services does the city owe the most money for?
The total debt of Kharkiv and the region for utility services has exceeded 44 billion hryvnias. The largest part of this debt is due to non-payment for gas.
This was reported by RBC-Ukraine, citing a publication from “Economic Truth.”

Structure of the debt
According to the media, the debts of Kharkiv and the region are conditionally divided into four main blocks. The biggest problem is the payment for gas used for heating.
By the end of March 2026, the heating and communal energy company of Kharkiv region owes 27.3 billion hryvnias for gas, which accounts for about a quarter of the national debt.
Most of this amount is owed to “Naftogaz Trading” and the “last hope” supplier – the company “Naftogaz”.
In 2025, Kharkiv enterprises accumulated the most new debts for gas in the country. “Kharkiv Thermal Networks” became the absolute leader among debtors, while the private CHPP-5 ranked third.
Debts of the population
The second significant block is the debts of the consumers themselves. As of early February 2026, residents of the region have not paid 9.44 billion hryvnias for heating and hot water.
There is also a significant debt for centralized water supply and drainage. In Kharkiv region, it amounts to 1.9 billion hryvnias.
Non-payment for electricity
The third area is the debt of communal enterprises for electricity. It has reached 4.55 billion hryvnias, of which 4.5 billion hryvnias was accumulated solely by “Kharkivvodokanal”.
The fourth block concerns debts for electricity distribution, which amount to 1.1 billion hryvnias. This amount is also almost entirely formed by “Kharkivvodokanal”.
