Who among Ukrainians can be classified as part of the operational reserve?
The label “operational reserve” in “Reserve+” is not a new update – it has been displayed in the system before.
This was explained by the Ministry of Defense of Ukraine in a comment to RBC-Ukraine.

“Citizens can be classified as part of the operational reserve, particularly those who have completed their mandatory service or in other cases provided by law. Currently, we are talking about a relatively small number of people; this category is not mass,” the ministry noted.
No new functions have been introduced in this regard, and the existing rules for reserving are regulated by the relevant legal acts.
“If you have questions regarding your status in ‘Reserve+’ and its accuracy, we advise you to contact support through the app’s menu – they will help check your specific situation and provide an explanation,” the Ministry of Defense stated.
What preceded this
Recently, media reports have emerged stating that a new update has appeared in the “Reserve+” app – the status of “operational reserve.” It is claimed that its presence allegedly makes it impossible to receive reservations from mobilization for work at critically important enterprises.
According to media statements, only those liable for military service are subject to reservation, while reservists do not fall into this category. Therefore, citizens with such a status allegedly are not subject to reservation by enterprises, even if they work in critically important sectors.
Update in “Reserve+”
Recall that since December of last year, the military registration document in the “Reserve+” app has been the main document for those liable for military service, conscripts, and reservists. However, for those who need a paper version, there is still the option to print it out themselves or at the TCK.
It should be noted that it has recently become known that parents of multiple children will soon be able to apply for a deferment from mobilization through the “Reserve+” app without being tied to family status. The Ministry of Defense has already begun beta testing this feature.
Additionally, a new feature has recently appeared in the “Reserve+” app allowing users to register for military service online – the process takes just a few clicks.
