The Appellate Chamber of the High Anti-Corruption Court upheld the sentence of imprisonment for former head of the State Fiscal Service Roman Nasirov, making only technical amendments to the decision of the first instance court.

Decision of the appellate court
As noted in the AП VAKS, on April 2, 2026, the panel of judges reviewed the appeals from the defense against the sentence from October 31, 2025. The former head of the SFS was found guilty of abuse of power.
The court confirmed the main punishment – 6 years of imprisonment with a ban on holding certain positions for 3 years and a fine of 17,000 hryvnias.
At the same time, the appeal excluded references to the testimony of one of the witnesses and recalculated the period of pre-trial detention according to the “day for two” formula in accordance with the norms of the Criminal Code of Ukraine.
“The decision came into legal force from the moment of its announcement and can be appealed to the Cassation Criminal Court as part of the Supreme Court,” the statement said.

Regarding the former director of one of the SFS departments, Vladimir Novikov, who was accused of aiding and abetting, the appeals were left ungranted.
He was previously acquitted by the first instance court due to lack of evidence of guilt, and this decision remained unchanged.
“In all other respects, the appeals from the defense of both defendants were left ungranted, and the sentence was unchanged,” the court summarized.
The Nasirov case
Recall that Roman Nasirov headed the State Fiscal Service of Ukraine from May 2015. His legal troubles began back in March 2017, when NABU detectives detained the official on suspicion of abuse of power.
For a long time, the consideration of the case was delayed. In April 2025, a new resonance arose around the former head of the SFS related to a mobilization scandal, after which the court changed his preventive measure to arrest.
The final point in the first instance was set on October 31, 2025. At that time, the panel of judges of VAKS found Nasirov guilty and sentenced him to 6 years of imprisonment with a fine of 17,000 hryvnias. This decision was confirmed today by the Appellate Chamber.
