Complete list of grounds for submitting applications to the International Register of Losses
The number of applications to the International Register of Losses does not yet reflect the scale of Ukraine’s losses, so citizens are urged to actively document their losses.
This was reported by RBC-Ukraine, citing a statement from the Chair of the Verkhovna Rada Committee on State Power Organization, Local Self-Government, Regional Development, and Urban Planning Elena Shulyak.

According to her, as of today, about 115,000 applications have been submitted to the register. She emphasizes that for a country where virtually everyone has been affected by the war, this is very few.
Why the number of applications matters
In parliament, it is explained that the compensation mechanism works in stages, and currently, filling the register is key.
Initially, in 2023, the International Register of Losses was established. By the end of 2025, an international Compensation Commission will be formed. The next stage is the formation of a fund from which Ukrainians will receive payments.
But without a sufficient number of applications, this process cannot move forward.
That is why, as noted in the Verkhovna Rada, it is important for as many citizens, businesses, and communities to document their losses as soon as possible.
Applications can be submitted not only by owners of destroyed homes
This concerns not only damaged or destroyed property. Applications can be submitted by:
- ordinary citizens;
- entrepreneurs and companies;
- local self-government bodies;
- state and municipal enterprises.
At the same time, the list of grounds is significantly broader than many think. The register can document not only the loss of housing, but also:
- loss of job or income;
- loss of residence;
- death of loved ones;
- other consequences of the full-scale war.
Important nuance for people with housing in temporarily occupied territories
Parliament specifically draws attention to those whose housing remains in temporarily occupied territories.
Even if it is not destroyed, but the person does not have access to it or cannot use or dispose of it, this is also considered a loss.
In fact, this refers to a situation where property rights remain merely formal.
How to submit an application
Submitting an application to the International Register is quite simple:
- through the “Diia” app;
- or at administrative service centers.
Why there are almost no alternatives
Shulyak also expressed skepticism about the idea that the state could buy housing from citizens in temporarily occupied territories. According to her, due to the war and limited resources, this is unrealistic.
That is why the international compensation mechanism remains the key tool for loss reimbursement. And the more Ukrainians document their losses now, the greater the chances that this mechanism will operate faster and people will be able to receive real payments.
Recall that a new category has appeared in the International Register of Losses from Russian aggression – for losses of private businesses. Ukrainians who have lost their entrepreneurial activities due to the war can now submit applications online through “Diia” for future compensation.
Ukrainians who were forced to leave the country due to the war can also apply. They can submit a request through “Diia” for compensation for non-material damage, particularly due to stress and loss of home.
