One-time assistance will be provided to thousands of children, but there are also limitations
Some children with disabilities in Ukraine will receive financial assistance of 6,500 hryvnias. However, not everyone can qualify for state support.
This was reported by RBC-Ukraine, citing the press service of the Ministry of Social Policy, Family and Unity of Ukraine.

Who exactly is eligible for such payments
Ukrainians were informed that the Cabinet of Ministers supported a resolution for the distribution of funds from the account for providing humanitarian and other assistance to the civilian population under martial law in Ukraine.
This concerns the provision of a one-time payment of 6,500 hryvnias for children with disabilities of subgroup A – in nine frontline regions of Ukraine:
- Chernihiv;
- Dnipropetrovsk;
- Donetsk;
- Kharkiv;
- Kherson;
- Mykolaiv;
- Odesa;
- Sumy;
- Zaporizhia.
It is specified that earlier the Minister of Social Policy, Family and Unity Denis Uliutin signed a corresponding Memorandum with the head of the UNICEF representation in Ukraine, Anne-Claire Dufay Demoulin.
“It is expected that about 9,000 children will receive assistance in the specified regions,” the ministry emphasized.

How the lists of recipients are formed
According to the Ministry of Social Policy, the lists of recipients are formed based on data from the Unified Information System of the Social Sphere.
“The Pension Fund of Ukraine, after verifying the data in the lists, informs recipients about their right to receive such assistance,” the citizens were explained.
It is specified that the notification is sent to “Diia” (if the mobile application is installed).
If it is not possible to notify recipients through “Diia”, the Pension Fund informs citizens:
- either via mobile communication;
- or in electronic form.
“About the possibility and deadlines for contacting service centers,” the ministry clarified.
An important nuance is emphasized: “The payment is provided only to those who did not receive a one-time benefit during the heating season of 2025/2026 under the “Winter Support” program.
Who and how will receive “child” assistance
The Ministry of Social Policy reported that the one-time benefit of 6,500 hryvnias is paid to one of the legal representatives of the child – who receives state social assistance for a child with disabilities of subgroup A.
Therefore, it is important to understand that these funds:
- are credited to the bank account that already receives social payments;
- are provided in cashless form.
“The family can use them for any needs of the child,” the ministry summarized.
