How the selection process took place

Interviews with participants took place from March 24 to 26. Commission members noted the very high level of preparation of all candidates, their deep knowledge of the Rome Statute, and their fluent command of the working languages of the ICC.

Who won the competition

As a result of the final evaluation, two candidates were identified:

Main candidate – Lev Kishakevich.

He is a judge of the Supreme Court with over 30 years of experience. He is a recognized expert in criminal law and procedure. As a judge of the Grand Chamber of the Supreme Court, Kishakevich authored the ruling convicting for the crime of aggression. This ruling is the foundation of Ukrainian judicial practice that meets the international standards of the Rome Statute.

Reserve candidate – Oksana Senatorova.

She is a professor with 20 years of experience in international humanitarian law and transitional justice. She currently serves as a senior advisor to the international group ACA, which helps hold accountable those responsible for crimes committed in Ukraine, and also consults for the organization Geneva Call.

Ratification of the Rome Statute

Recall that back in August 2024, the Verkhovna Rada ratified the Rome Statute of the International Criminal Court.

Thanks to this decision, the country gained the opportunity to nominate its candidates for the positions of judge and prosecutor of the International Criminal Court.

By the way, in 2023, the ICC issued an arrest warrant for Russian dictator Vladimir Putin for the deportation of Ukrainian children.
