The Ministry of Digital Transformation launches a 24/7 AI consultant

The Ministry of Digital Transformation has announced the arrival of a voice artificial intelligence that will provide consultations to Ukrainians on the Ministry’s hotline around the clock.

This was reported by RBC-Ukraine, citing a statement from Acting Minister of Digital Transformation Oleksandr Bornyakov at Forbes AI Day 2026.

AI consultant goes live

Previously, the Ministry’s artificial intelligence operated only in chats and responded to over 90% of inquiries. Now it will gain a voice and start providing consultations by phone on the agency’s hotline in a 24/7 mode.

The next step is to launch the voice AI assistant Diia.AI on the “Diia” portal.

According to Bornyakov, Ukraine is implementing this in partnership with ElevenLabs. The first voice services were already showcased at the forum.

Ambitious goals of the Ministry

Bornyakov also outlined a broader strategy. Ukraine aims to be among the top three countries in the world in AI development by 2030.

Key areas include:

  • building its own AI infrastructure together with NVIDIA;
  • developing a national language model “Syaivo” in collaboration with “Kyivstar”;
  • scaling the venture market through Diia.City Invest;
  • opening defense RoboLabs at universities;
  • integrating AI into the judicial system.

It is worth noting that earlier reports mentioned the launch of the development of a Ukrainian national language model that will take into account the nuances of the language and culture.

The technical partner of the project is “Kyivstar” – the company is financing the creation of the model, which will subsequently be handed over to the state. The base model is based on Google’s Gemma.
