New Deputy Minister of Defense Previously Worked on “Diia”
Ukrainian Defense Minister Mykhailo Fedorov has appointed a new deputy minister and general inspector of the Ministry of Defense of Ukraine.
This was reported by RBC-Ukraine, citing the press service of the Ministry of Defense of Ukraine.

“At the government meeting, Mstyslav Banik was appointed as the deputy minister. I also signed a decree appointing Yuriy Myronenko as the general inspector of the Ministry of Defense of Ukraine,” the defense minister noted.
What Mstyslav Banik Will Be Responsible For
The new deputy minister will be responsible for procurement reform. His task is to make procurement for the Ukrainian army the most transparent and efficient in the world.
“Mstyslav has experience in building state digital products. At the Ministry of Digital Transformation, he was responsible for the launch and development of ‘Diia’. At the Ministry of Defense, he led the development of ‘Army+’ and ‘Reserve+’,” Fedorov added.
He also has combat experience: he voluntarily joined the army and rose from soldier to officer. He created FPV drone units and worked at the headquarters level. He participated in the Kursk operation as part of the CODE 9.2 unit.

Yuriy Myronenko – General Inspector of the Ministry of Defense
It is noted that Yuriy Myronenko will be responsible for the objective assessment of the state of affairs in the troops and the effectiveness of decisions.
“His task is to ensure regular analysis of how decisions work in practice and provide a basis for quick corrections of policies and plans. The focus is on the real picture from the front and rapid feedback for management decisions,” the defense minister added.
It is known that he previously worked as the deputy minister of defense: he was responsible for the development of DELTA, the implementation of Mission Control, creating opportunities for training AI models by foreign partners and Ukrainian companies using battlefield data, scaling technologies developed within the Ministry of Defense, reforming codification, and launching private air defense.
Myronenko also served as the deputy minister of digital transformation: a combat participant, commander of a drone unit, and former head of the State Special Communications.

Digitalization of the Army in Ukraine
It is worth noting that in 2024, Ukraine made significant strides toward the digitalization of the defense sector.
One of the key achievements was the development of a draft law on the creation of a Unified State Register of Military Personnel, which simplified the management of military accounting and ensured the reliability of personal data storage.
This decision allowed for the integration of all military data into a single system, facilitating interaction between various structures.
An electronic system called “Oberih” has also been launched, which collects data on all military personnel.
