Residents of the buildings will only need to refuel and maintain the equipment
In Kyiv, an experimental project will be launched, under which buildings will be equipped with batteries and generators free of charge.
This was reported by RBK-Ukraine, citing a statement from Prime Minister Yulia Svyrydenko.

She stated that the government will help Kyiv prepare its housing stock for the next winter. In particular, as part of the experimental project, apartment buildings will be equipped with backup power sources.
“The government will finance the purchase and installation of batteries, inverters, and generators to ensure the operation of elevators and engineering systems, as well as lighting in common areas,” her statement said.
Svyrydenko noted that the equipment will be purchased at the expense of the state, while the residents will be responsible for its operation – purchasing fuel, technical maintenance, and repairs.
The Prime Minister emphasized that participation in the project is voluntary – the decision must be made by the co-owners of the apartment buildings. Within 30 days, the Kyiv City State Administration (KCSA) must compile a list of buildings that meet the program’s criteria, after which it will determine the funding needs.
“The program for Kyiv will be implemented as a pilot project. We are studying the feasibility and possibilities of expanding it to other cities,” Svyrydenko noted.
Recall that on March 3, the National Security and Defense Council approved resilience plans for all regions and regional centers, except for Kyiv. The capital was given additional time to prepare the document.
Ukrainian President Volodymyr Zelensky stated the difficult situation in the city and suggested involving former Deputy Prime Minister Oleksandr Kubrakov in preparing the plan.
Later, on March 14, Zelensky signed a decree to implement the NSDC’s decision on resilience plans, setting a new deadline for Kyiv.
