The real estate market has “come to life”: where in Ukraine is the most construction taking place and what type of housing is in demand.

The pace of housing construction has reached “pre-COVID” levels

The volume of housing commissioned in Ukraine in 2025 has nearly matched “pre-COVID” figures. At the same time, a trend towards “privacy” has been recorded in the market – Ukrainians are increasingly choosing private homes over apartments in high-rise buildings.

Main points:

  • Stabilization of volumes: In 2025, 117.6 thousand housing units were commissioned, corresponding to the levels of 2019-2020. The market has overcome the crisis of the initial years of war.
  • Change in priorities: Every third new property in Ukraine is a private house. The demand for autonomy is prompting developers to shift from high-rise buildings to cottage communities.
  • Geography of construction: Kyiv and the surrounding region remain the main construction sites in the country, however, western regions (Lviv, Volyn, Transcarpathia) are showing high activity in the private sector.

Market dynamics: a return to “classics”

According to official statistics, last year Ukraine commissioned 117.6 thousand housing units (apartments and private houses). This is only 0.7% less than the figure for 2024, indicating a final stabilization of the industry after the collapse at the beginning of the full-scale invasion.

Analysts note that the structure of construction has returned to the 70/30 ratio that was characteristic of 2019-2020. In 2025, the share of individual houses rose to 31.5% (37.1 thousand units). For comparison, in the “peak” year of 2021, this segment accounted for only 19%, while high-rise buildings dominated with a share of 81%.

“The growth in the share of private houses is a trend dictated by the war. Ukrainians are increasingly choosing autonomy,” explains Lyudmila Kiryukhina, head of “LUN Statistics.”

According to her, professional developers are now more actively building cottage communities and townhouses as a rational alternative to urban apartments.

Regional leaders

The largest number of apartments in multi-apartment buildings in 2025 were commissioned in the following regions:

  • Kyiv – nearly 18 thousand apartments;
  • Kyiv region – 13.1 thousand;
  • Odesa region – 11.3 thousand.

In the private construction segment, Kyiv region holds a strong lead (9.5 thousand houses), followed by Lviv (3.6 thousand) and Volyn (2.6 thousand) regions.

Overall, experts note that the market has nearly recovered from the decline of 2022-2023, and the amount of housing commissioned even exceeds the figures of the quarantine year 2020 by 22%.
