1500 hryvnias from the Cabinet: will the allowance affect the appointment of assistance to low-income individuals?

How is the total taxable income calculated when assigning benefits?

In Ukraine, starting from April 8, a one-time cash assistance of 1500 hryvnias is being provided for vulnerable categories of citizens.

RBC-Ukraine, citing the Pension Fund of Ukraine, explains whether the received supplement will affect the assignment of assistance to low-income individuals.

Will the payment affect the assignment of benefits

The one-time cash assistance of 1500 hryvnias will not be taken into account when assigning assistance to low-income families. The Pension Fund of Ukraine explained that according to the Cabinet of Ministers of Ukraine’s resolution dated March 18, 2026, No. 341, this payment is not included in the total family income.

This means that:

  • it will not affect the right to receive social assistance;
  • it will not reduce the amount of payments;
  • it will not be considered in income calculations.

It is also stated that these funds do not count towards the total monthly or annual taxable income.

Who and how will receive the funds

The program is designed to support citizens who are affected by the rise in global fuel prices, which impacts the cost of food and services. The one-time assistance of 1500 hryvnias will be provided to:

  • pensioners and people with disabilities;
  • low-income and large families;
  • recipients of basic social assistance and single mothers;
  • IDPs among social benefit recipients.

RBC-Ukraine previously reported that the funds will be credited during April to bank accounts or through “Ukrposhta”. No additional applications or requests are required. If a person belongs to several categories simultaneously, the payment will be made only once.
