Military registration for 17-year-olds: when to register and how to do it through “Reserve+”

Those with valid reasons may not need to appear at the TCC in person, but there is an important nuance.

Young people who turn 17 in 2026 (i.e., those born in 2009) must register for military service between January 1 and July 31. Failure to fulfill this obligation without valid reasons may have consequences.

Who it concerns and what the deadlines are

Ukrainian male citizens who reach the age of 17 are required to register for military service. In 2026, this applies to young men born in 2009.

The deadline for registration is July 31, 2026. The procedure begins on January 1, so potential conscripts still have a few months left, but it is advisable not to postpone it until the last moment.

Two ways to register

Military enlistment offices offer two options – traditional and remote.

Personal visit to the TCC and SP at the place of residence. You need to bring your passport, identification code, and birth certificate (if available).

Through the “Reserve+” app. The young man or his parents can undergo electronic identification and verify their data. This allows them to register without visiting the TCC.

Who is exempt from registration

Individuals who are:

  • serving a sentence;
  • subject to compulsory medical measures.

All other young men born in 2009 are required to fulfill this obligation by July 31.

What constitutes a valid reason

If a young man does not register within the specified time but has a valid reason, this can be explained during the next visit. Valid reasons include:

  • illness (confirmed by a doctor);
  • natural disaster circumstances;
  • being in temporarily occupied territories or in a combat zone;
  • other circumstances that made identification or personal appearance at the TCC impossible.

In such cases, late registration does not incur penalties. However, in the absence of valid reasons, administrative penalties may apply.

Recall that earlier a military lawyer explained the circumstances under which a deferment may be revoked early – in particular, upon dismissal or if a company loses its status as critically important.

Also, not all categories can apply for a deferment online – for example, if children were born abroad. The functionality of “Reserve+” is gradually expanding, but the data must be in state registries.
