“Syayvo is the first national large language model being created by the Ministry of Digital Transformation together with Kyivstar. Syayvo will operate in government services, business, education, and defense, helping to process data faster, automate processes, and serve as a foundation for new digital products,” the Ministry of Digital Transformation stated.

It is noted that 10 names made it to the finals – the main criterion for selection was uniqueness, originality of the idea without plagiarism and infringement of others’ rights. “Syayvo” received the most votes – 22,538.

Koval mentioned that open beta testing is planned for the end of spring.

What preceded

Recently, the Ministry of Digital Transformation announced that the Ukrainian team, together with “Kyivstar,” is working on creating its own large language model – an AI system that will serve as the basis for future digital services.

It is noted that this model will be able to better understand the Ukrainian context, including linguistic features, dialects, and history.

What is known about LLM

Recall that in January 2026, it was reported that Ukraine is launching an AI that understands the Ukrainian language and our cultural features. The country’s mission is to enter the top three in the world for AI development.

The technical partner of the project is “Kyivstar.” The company is funding the development of the model, after which it will be handed over to the state. It was also reported that the Gemma model from Google was chosen for its training.

For more details on the development of the national LLM and why having its own language model is a matter of national security, read the interview with RBC-Ukraine.
