Why it was not voted on<\/strong><\/p>\n According to MP Yaroslav Zheleznyak, the document was supposed to be put to a vote in principle and in general, but it fell short by one vote to be included in the agenda. The vote has been postponed to Wednesday, April 8.<\/p>\n Photo: voting results of MPs on bill No. 15111 (Yaroslav Zheleznyak)<\/p>\n What the bill proposed<\/strong><\/p>\n The document was intended to introduce international automatic exchange of information on income earned through digital platforms in Ukraine, in accordance with OECD standards and the EU DAC7 Directive.<\/p>\n This would particularly concern income from advertising on YouTube, monetization on TikTok, and earnings from drivers on Bolt, Uber, DiDi, and other platforms.<\/p>\n What changes were proposed<\/strong><\/p>\n After significant revisions, the document proposed simplifications for users:<\/p>\n self-employed individuals would be able to tax their income on the same basis as individuals;<\/p>\n<\/li>\n the requirement to open special accounts and disclose banking secrecy was abolished;<\/p>\n<\/li>\n instead of submitting a declaration when exceeding the limit, a tax notification-decision mechanism from the State Tax Service was introduced.<\/p>\n<\/li>\n<\/ul>\n When the new rules were planned to be launched<\/strong><\/p>\n The launch of the new rules was expected no earlier than January 1, 2027, and only after Ukraine joined the international data exchange. Actual taxation could begin in 2028 based on reporting for 2027.<\/p>\n<\/p>\n Recall that bill No. 15111 on the taxation of digital platforms (the so-called “OLX tax”) was part of a broader tax package that the Ministry of Finance announced back on March 20.<\/p>\n The document proposed changes for individual entrepreneurs, taxation of international parcels, and collection of income information on platforms like OLX, Bolt, and YouTube.<\/p>\n Previously, business associations urged the Verkhovna Rada to adopt a law on the taxation of parcels up to 150 euros to stop multi-billion losses to the budget.
