{"id":67201,"date":"2026-04-02T09:52:00","date_gmt":"2026-04-02T08:52:00","guid":{"rendered":"https:\/\/versii.net\/%d0%b1%d0%b5%d0%b7-%d0%ba%d0%b0%d1%82%d0%b5%d0%b3%d0%be%d1%80%d0%b8%d0%b8\/2026\/67201\/"},"modified":"2026-04-02T09:52:00","modified_gmt":"2026-04-02T08:52:00","slug":"will-ukraine-have-a-state-mobile-operator-a-clear-answer-from-the-ministry-of-digital-transformation","status":"publish","type":"post","link":"https:\/\/versii.net\/en\/tech\/2026\/67201\/","title":{"rendered":"Will Ukraine have a state mobile operator: a clear answer from the Ministry of Digital Transformation"},"content":{"rendered":"<p>The government has a main task regarding mobile communication &#8211; what is it? <\/p>\n<p>Ukraine does not consider the idea of introducing a state mobile operator to meet the basic communication needs of Ukrainians.<\/p>\n<\/p>\n<p>This was stated in an interview with RBC-Ukraine by Stanislav Pribytko, Deputy Minister of Digital Transformation for the Development of Digital Infrastructure.<\/p>\n<\/p>\n<p>According to him, the idea of launching a state mobile operator is not being considered for &#8220;absolutely pragmatic reasons.&#8221;<\/p>\n<p>&#8220;Our task as a state is to <strong>not build our own towers with taxpayers&#8217; money, but to create stimulating conditions for the development of the industry<\/strong>, under which private companies will compete for every Ukrainian as a customer, improving the quality of communication,&#8221; Pribytko explained.<\/p>\n<p>He noted that it is the competition among the three operators that forces them to implement 5G more quickly, invest millions of dollars in generators during blackouts, and enhance the quality of communication to prevent subscribers from switching to competitors.<\/p>\n<p style=\"text-align: center\"><img loading=\"lazy\" decoding=\"async\" height=\"1350\" src=\"\/static\/ckef2\/img\/nashe_zavdannya_derzhavy_ne_buduvaty_vlasni_vyshky_hroshi_quotation.png\" width=\"1080\" \/>Photo: Ukraine does not consider the idea of launching a state mobile operator (infographic RBC-Ukraine)<\/p>\n<p>&#8220;The role of the Ministry of Digital Transformation and the National Commission for State Regulation of Communications and Informatization in this process is to <strong>create conditions for Ukrainians to stay connected under the most difficult circumstances<\/strong>,&#8221; said the deputy minister.<\/p>\n<p>Pribytko noted that the government encourages companies to maintain communication without electricity, provide national roaming for emergency situations, and legally establish a minimum internet speed.<\/p>\n<p>&#8220;That is, we guarantee that your basic communication needs will be met without spending the state budget on creating yet another state company,&#8221; he emphasized.<\/p>\n<\/p>\n<p>Recall that mobile communication in Ukraine during blackouts can operate from several hours to several days, depending on the duration of the power outage. In the first hours, Ukrainians may not even notice interruptions, as 100% of base stations are equipped with batteries.<\/p>\n<p>Additionally, a new internet speed standard that will take into account the realities of combat operations will soon be introduced in Ukraine.
